I always keep them open. When working toward a mergeable solution they can be a useful references (how did they tackle this aspect?) or they can provide ideas for features I didn't think about.
I'm not blaming people for submitting flawed PR: the right solution often requires an amount of work that is unreasonable to expect from the average user. It's useful that they exist. [2/2]
