As far as I understand, Tether so far is not allowed to offer its services directly to the consumers, ie to receive euros from EU clients and to give them usdt tokens in return.
But usdt tokens themselves are not banned on the secondary markets. They still can be traded on exchanges, EU citizens still can hold them and exchange them anywhere, on cexes, on dexes, etc.
Is that correct, from your reading of the situation?
