I'm surprised that the 2-1 Democratic majority board did not count the provisional ballots in accordance with the advice given to voters by the Secretary of State (and me and my fellow phone & text bankers!).
I do wonder if this is somehow tied up in GOP efforts to review mail-in ballot outside envelopes (with voter signatures & dates) or other GOP shenanigans.
