hmm. has there been any concrete indication or evidence that this will happen in the foreseeable future? I personally see a Nostr failure in its hurdles to mass adoption, rather than content moderation. Might also be crucial to prioritise "smooth ingress points" that make it easy for those unfamiliar with Nostr to get started i.e more real world applications catered to the non-enthusiast.
