Every now and then, maybe once a week, id hear this noise outside like a dog in agony whimpering but couldnt figure out what it was.
Today it was so loud that it was upsetting Barry and he was barking.
I check the front, the back, and front again and find it...
Neighbors a bit down the street outside with their dogs, spraying them with cold water from the garden hose. Its 50°F (10°C) out.
People that do this should not have pets.
