I had some very capable black NCOs but my average white guy smoked my average black sailor by a long shot and were also better at not causing personnel headaches for me.
Probably also worth noting that my best LPO was a black dude forever stuck at E-6 (now retired) while my absolute worst was another black dude who caught all the right breaks and is now a 9. I have been unable to figure out why.
