Several scholars came to the Master, asking when the peasants would be ready to receive the whole knowledge of the School so that the State might flourish and the Mandate of Heaven would be restored.
The Master replied: “The peasants’ virtues will not manifest in the same way as yours. They will never fully comprehend the *Dao* or all the things under Heaven, but will mimick the Consummate Conduct you show them. They will never be magistrates or direct the State- and this is their blessing. You must carry that burden, so that they might carry their burdens. Only a retard sets an ox to work as a minister instead of yoking him to a plow.”
