I read this as Argentines have previously used the dollar for working capital requirements (e.g., rent, groceries, etc.) and bitcoin for any long-term savings. However, since the peso is recently holding its own against the dollar, Argentines can just hold pesos for working capital requirements, bypass the dollar, and save in bitcoin.
