I believe Scotland used minimum pricing because duty and tax is reserved to Westminster. They had no alternative powers.

With minimum pricing, the additional profits go to the retailer (and perhaps the producer?) rather than being available to spend, say, on addiction treatments.

England wouldn't have this problem, since Westminster could change duty (and, necessarily, the way it works).
