If the mempool being full of "spam" leads to higher transaction costs it benefits L2 development, which also benefits nostr.

You cannot arbitrarily define other people's data as spam, only filter (censor) it. There's also an unquantifiable economic cost to filtering (or not!) txs - anyone claiming to know which is "better" for Bitcoin is either a fool or has an agenda.
