What is a write-limited relay? Guarded or policed? Should they not let even enter or ban (temporarily) or limit bad actors? Or is it about censoring the content of bad actors? Or is it that you at least must know that the policy is not “we take all of it”? Or must you just know the policy? Or do you need to trust that the policy is enforced (with track record proof?)?
