It seems to the related to the cases under the 'Not smart enough' heading in https://blogs.gnome.org/shell-dev/2024/09/20/understanding-gnome-shells-focus-stealing-prevention/\n\nIf I have an existing Files window open at ~/Downloads and click the button in Firefox I get the notification immediately. If instead Files is not running, or there is no window open at ~/Downloads then a new window is opened, and it gains focus as desired.",
