Those small towns in upstate NY need to use every tool in their arsenal to shut this down hard. NYC started off by covertly purchasing blocks of hotel rooms without notifying local governments, so step one would be outlawing that practice entirely. Say a tax of $1,000 per day per hotel room rented out to illegal migrants as a social services cost adjustment. They have tools to fight this, but need to act quickly and decisively.
