With further experimentation, all third-party mice I've tried have eventually been able to reproduce the issue, no matter how they're connected (USB, Bluetooth, Logitech RF). It's just a question of how many windows it takes.
The final one to fall was the Logitech M705 (connected via Logitech’s RF dongle) on the M1 Max Mac Studio, which required 150 open TextEdit windows (and multiple users logged in, of course) before it started to become very visible.
