"Nothing to see here, mr urban development inspector... just a little remodeling to the single unit dwelling for a single happy family of 7 to 8, tops; it will keep having the same zoning rules, and parking spots. pinky toe promise!"
So far this phenomenon has been called the NIMBY syndrome (Dear, 1992); and it has been understood as something that runs around annoyance, that is, the complaints of the people about the neighborhood. However, O'Hare & McClymont (2008) noted already that this conventional framing of the nimby object leads to misinterpretations of the stance of the house owner, that is, to call them angry, out-of-progress, along many other problematic words to even start doing scientific work about places, and around this particular phenomena...

There it is however, a palliative way to threat the annoyance: pay backs, lawsuits, associations... Those are already tasks known at urban planning offices as well as for people that has stumbled onto such cases, in many parts of the world.

In short, the annoyance, or discomfort of urban development has been treated around the "whats?" not so much about the "how?"... That be the main reason of the interviews I worked on at this place next to Mexico City.
