Nothing to do with race and everything to do with power and containment - the Monroe Doctrine of 1823 by the 5th President of the US has had the result of choking any power growth in the *continent* of South America. Still in place today. Unbelievable not to build bridges between neighbours rather than attack anyone who attempts to build one 🤷♂️
