That requirement is there specifically to prevent the horrible abuse that is people who add these special relays to their Amethyst or Damus "relay list" (which includes 147 other relays in it, by the way) and proceed to hammer it with every single post they make or request forever.
That reminds me I must also add a feature to remove posts from lockbox and zapbox if they are published anywhere else.
