No, it should work without a NIP-65 relay list.
And indeed it seems to work. The kind 0 that is being displayed on njump.me is the same that is on relay.nos.social. The name is rendering correctly and the picture is set to the string "Me", so it renders as a broken image.
I also can't find any kind:1s from that pubkey in any of those relays.
