it's not that you can't do it, it's that you shouldn't do it.
so long as the devices share the same keypackage, as far as the protocol is concerned it IS the same device. If you copy the exact same KeyPackage and private key to multiple clients, then all 20 clients would appear to the group as one single LeafNode.
the reason why you don't want to do this is because if one client is compromised they're all compromised (breaking the fundamental point of mls) and if the clients are not kept in sync they may not be able to decrypt all messages
