Although this is just a rate limiting mechanism, don't expect any relay to keep being free. Servers, storage and maintenance will always incurr a cost for the ones running it.
Seems like Damus relay is now only for new users and Purple subscribers maybe? 😅 It was bound to happen sometimes 👍
