Because ActivityPub federation is done on an as-needed basis, so replies will only be pushed to the recipient and anyone who normally gets the replier's posts (not those of the recipients). Mammoth (the iOS app) used to get around this nicely (by pinging the original instance), but the app has since became somewhat privacy-invasive, so I can't recommend it anymore, and I don't know if there is another app that works similarly.
