The PC Engine would be an even more extreme of east vs west with hardly anything not from Japan on it.
SNES has its share of games with such tones too, but it probably is indeed skewed a bit more towards purer colors as you say.
I do think it might be worth taking a deeper look as to which games are on which and who made them as an overall trend, I just am not able to do it right now.
