I agree, different people are going to be in different situations, both within and across instances. More flexibility is better imo.
I do think the statement "large instances would only want" is worth interrogating though. *Who* is the instance? I left my last instance because of the behaviour of the admin. "The instance" was making choices that I would never have consented to if given the choice, though I did ultimately have the frustrating option of leaving.
