But I do think that happens when it's widespread or diffuse. E.g., we expect regulators to go after those exploiting labor, even though in theory each worker could sue. Or we could look at the whole cryptocurrency swamp, which in theory could just be seen as one zillion contract failures, where individuals could sue to fix it, but which regulators are (belatedly) starting to clean up.
