Jon I think the difficulty here is there is no objective right answer. There are no ways to do this that will not break some rule or upset some people. So I believe both the grassroots and elected officials in the Democratic party have chosen the path that is most politically viable in that it retains all of Biden's campaign funds and staff and apparatus as only Harris is allowed to keep that.
