it's next to impossible to dethrone a doctor, the more senior they are, the harder it is. the staff shortages mean that even if they kill someone it can take years to get any kind of justice. so the types of harm suffered by detrans don't rate very highly. much easier to blame the patients.
simple neglect, degrading behaviour, serial mistakes, don't even register.
The 'joke' about the Care Inspectorate (CQC in England) is that they give a 6 for "hasn't killed anyone" and a 5 for "hasn't killed anyone recently".
