I'm just pulling this out of my ass, but AFAIK "white" mass shooters are using legally obtained guns (their own or their parents') while "black" or immigrants etc use black market guns. That sounds normal to me, because those guns are most likely not for hunting or sport (so no permits for recreational use), but for "self defense"/gangster stuff (obviously not getting permits with those reasons).
So I guess with this reasoning tighter gun control won't help against black/immigrant shootings, but it does help against "white" shootings. Does that mean tighter gun control is bad? Personally I don't think so, because saving/preventing even one mass shooting is worth it.
