Either way I give zero shits because I have no idea how desperate people are to be a US citizen.
I figure fuck it, let this science experiment play out then adapt it every couple years depending on your numbers. Keep in mind this isn't the only way for people to get a green card, this is just another option. It also does not add to the total allotted for entry.
