Floridian here. I think you're underestimating just how much water is moving.
Storm surge can empty the entire bay or it can completely submerge miles of barrier islands and coastal areas depending on the direction the storm moves. You are not going to mitigate that with a canal and the ones we already have to mitigate rainwater flooding end up channeling it into areas that wouldn't otherwise get seawater.
Build high works better... and less pavement.
