The way around funding religious schools is to require that ALL schools applying for vouchers etc must publicly sign & adhere to "educational standards" that specifically list scientific & historic facts, such as on evolution, geohistory, etc, and on the slavery, genocide, and imperialism that white christian nations inflicted on other nations. Schools receiving vouchers would have to submit to regular student testing administered by *outside* proctors who are employees of the public school system, not private companies or organizations. Schools whose students failed would have their funding revoked immediately, no exceptions.
States can require teachers be certified.
A nondiscrimination clause for admitting students regarding lgbtq folks, the disabled, athiests, or people of other faiths & cultures could also be added as a requirement for receiving taxpayer funds.
All schools must be required to provide support for learning impaired students on par with public schools.
