Twister was a project by Brazilian computer scientist Miguel Freitas. Its website is still online here:
http://twister.net.co/ There you can find this high-level description:
> Twister is comprised of three mostly independent overlay networks. The first provides distributed user registration and authentication and is based on the Bitcoin protocol. The second one is a Distributed Hash Table (DHT) overlay network providing key/value storage for user resources and tracker location for the third network. The last network is a collection of possibly disjoint “swarms” of followers, based on the Bittorrent protocol, which can be used for efficient near-instant notification delivery to many users.

Unfortunately, it did not get any significant adoption and eventually faded away.
fiatjaf (nprofile…a6jr) was 22 when Twister launched, and I wonder whether this earlier attempt to build a truly decentralized social media might have served as an inspiration for the design of Nostr.
Unfortunately, to the best of my knowledge, neither Miguel Freitas or fellow developer Lucas Leal are here on Nostr. Too bad.
