Once an Arabic and religion teacher in my secondary school in Egypt gave details of a woman that was covering her face with the veil (the majority of women in Egypt don’t cover their faces and he suspected that she is a foreigner). Describing her eyes makeup and her dress that had the sides opened to the knees although she was wearing boots underneath; he was judging the combination of religious/restrictive way and non-religious way in the same outfit. One girl of the class shouted that he shouldn’t have looked and observed the details in the first place so he felt embarrassed while laughing and the class burst in laughing.
The point is, sometimes women have exaggerated outfits and the men forget that there is something that they can and should do and it’s “not to look” (if a man looks at women, he might desire them. Or in some cases act aggressively if he is not accepted by the desired woman).
The accidental look, the first look (that shouldn’t last more than a second), is religiously forgivable (however if it would be obvious that in a certain place there would be women dressed inappropriately, a man shouldn’t go to that place or lower his eyes all the way so that he doesn’t accidentally see anything).
Women shouldn’t look or expose themselves to other man or women too.
