Yes. Solar farms are only able to occur through the peoples tax money/gov'T subsidies. This is because they are highly inefficient. Real investment does not occur for this purpose. Ultimately, solar panels take too much resources and deteriorate too quickly to be profitable. Furthermore the energy source is intermittent and can't be relied upon on a big scale for this reason. Solar is cool for small things, just not when it is applied to bigger infrastructure.
