It seems to me that this is hardly ever taken into account. Of course you have different #tool's and #librarie's, but in the end it might NOT be a bad idea to integrate #JavaScript and #CSS into the #HTML (as far as automatically possible). #Web sites that load quickly are also displayed more prominently in #search engines.
