Allium leaf miner arrived in the UK 20 years ago and has slowly taken hold. It arrived on our allotment site a few years ago. After a couple of failed harvests there (the larvae eat the inside of the alliums followed by a fungal infection which rots the roots) I just grow alliums at home now.
Prevention (enviromesh) can work but no cure I know of.
