It is my personal opinion that despite the problem of IPV4 exhaustion, ICANN and the various bodies in charge have not moved much over the years. Although they cannot force anyone, they could have started an energetic awareness campaign, especially towards those big corporations that hold millions of unused IPV4 (they do not have all these devices).

Not to mention that they could free up several million IPs by reviewing the famous "reserved" subnets, such as the famous 127.0. 0.0/8 (16'777'216) only for the internal loopback :-/ or the 240.0. 0.0/4 (268'435'455!) declared "for future uses"

It certainly would not solve the problem in the long term but at least they would have some breathing room.
