if you have 10 vehicles using the space of one that each require 10% of the power, you still need the same infrastructure to support them.
Is it better to encourage smaller 'vehicles' like bikes, scooters, etc? Absolutely, but it's better to be accessible to all so there are no excuses for not using electric vehicles. Whether it's a bus, delivery, construction or emergency vehicle, or personal transportation, why limit where they can be charged when it's unnecessary?
