what goals would that be? bringing democracy? finding weapons of mass destruction? stealing natural ressources? i guess financing coups, propaganda and corruption would be a way? but that would not be the military.. they're trained to harm others you could say.. also, who did they protect against whom in your long list? israel, i guess, and.. kuwait? kosovo?
