These are two different things.
Nostr is mostly used as a public network where you can post without asking for permission. Some relay operators may censor you, and some may not.
Private messaging is another challenge altogether. Galaxy brain devs are working on improving this. You may consider simplex (npub1exv…d828) for private messaging outside the public nostr protocol.
