Google could close down AOSP while keeping OEM partners on-board with NDAs. They could give exclusive access to the OEMs, and make your work miserable and impossible.
If I were you I'd think of a contingency for this. Perhaps Purism isn't someone you want to work with, but maybe Fairphone or someone else would work. They don't have to have an existing track record for being good at security — that's the role you'd be filling.
