I wonder if the reason the current US regime hasn't started coming down on Signal yet is because they're still working on their own FOUO ( or however they plan to designate it ) fork or alternative. Once they have theirs, then I can see them coming for everyone else's. Just a thought as people build out resiliency and contingency plans.
