I can’t get this to activate. I toggle Popularity tracking and get pic 1 and when I go to settings (pic2) everything is enabled and I don’t know what’s missing.

I can’t get this to activate. I toggle Popularity tracking and get pic 1 and when I go to settings (pic2) everything is enabled and I don’t know what’s missing.
