Just because a poorly US public school educated American is available, doesn't mean they are the best person for the job. A large percentage of public school educated students can barely read 3-5 grade levels below where they get promoted, or read cursive. Or effectively read documentation with comprehension in order to do the work they would get paid for. I wish this weren't the case. I'd like citizens to be competent and first choice.
