At the root, I think it's selfishness. As the world has gotten richer, bringing another human into the world became more of a choice rather than a necessity. (think family farms etc) The world was quick to come up with a thousands temptations to spend that extra time/money on oneself now, instead of on the next generation for their happiness and as an investment into the future of the world.
Also, malthusianism going mainstream in educational institutions all over the world in the late 60s has greatly contributed to it. Having less kids became a virtue.
