As renewables increasingly dominate European grids, if you're poor at load following, you're ultimately going to need to add battery buffers, and that's a sizable added expense. Should be factored into the bid.\n\n(Of course, the downside to load following without storage is that you have a capital-expensive unit that's not generating sales when ramped down, whereas battery buffers let you shift sales)",
