People who believe users aren't dumb, at least sometimes or even often, are the ones who haven't had to handle their Layer 8 issues at some point.
People can learn. People are generally pretty useful and intelligent.
But in my professional experience, very few people -care- to learn more than they absolutely must.
The practical result is they remain just as dumb at computing as somebody who literally cannot improve. Because they refuse to expend effort and learn to do things right.
