I suspect that downplaying the economic conditions they'll inherit is a way of beefing up the fiscal rules, which in turn allows Labour to be even less ambitious in what they offer.
While it's true that the Tories have a scorched earth policy in order to hamstring what Labour can do, the Blairites aren't unhappy about it.
