If ACINQ closes the Lightning channel you can recover your funds on-chain.
If the Liquid federation rug pulls you (either by themselves or forced by governments), there is nothing you can recover on-chain.
It's not the same at all. Lightning offers self-sovereignty. Liquid does not.
