The constitutional provision of one state one vote only kicks in if neither candidate has an electoral college majority.

If there were a GOP majority, the speaker (or majority) could potentially finesse reality by declaring certain electoral college votes invalid, thereby creating a situation where neither candidate had the majority.

If the dems control the house, each rep (not state) has one vote to certify, so the GOP couldn't steal the election.
