In clap v2, colored help was opt-in and cargo didn't opt-in. When upgading to v3, this was preserved. The primary thing that unblocked stylized help was clap allowing user-defined strings to be stylized. Otherwise, the mixture of cargo-provided and clap-generated strings would be inconsistent. I just never got around to implementing this until custom styling was added to clap, so it has colors instead of bold.
